Iago Aspas calmly slotted home from the spot in the 68th minute, handing the visitors the lead.
However, Atletico found a way back late in the game. Substitute Alexander Sorloth finished off a swift counter-attack in the 81st minute, ensuring the hosts salvaged a crucial point.
With the draw, Atletico sit one point behind league leaders Real Madrid, who were also held to a 1-1 draw by Osasuna earlier in the day, after 24 rounds of action.
Barcelona, currently third with 48 points, have a chance to claim the top spot with a victory over Rayo Vallecano on Monday.
Celta, on the other hand, remain in 12th place with 29 points.
